(10) From and after July 1, 1999, through October 1, 1999, any member of the Public Employees' Retirement System who has at least five (5) years of continuous state service shall be entitled to receive a maximum of three (3) years creditable service for service rendered working as a full-time employee of a public junior college or public institution of higher learning located in Mississippi while he was a student enrolled in such junior college or institution of higher learning, provided that:

(a) The member furnished proof satisfactory to the board of trustees of certification of such service from the junior college or institution of higher learning; and

(b) The member is not receiving or will not be entitled to receive from any other retirement system or plan a retirement allowance including such service; and

(c) The member pays to the retirement system the actuarial cost for each year of such service calculated on the basis of the compensation being paid to him at the time he elects to receive credit for such service.
